Q: If I’m not an EEA resident, and I buy a property in Iceland, can I then get a residence permit?

A: According to information from the Ministry of the Interior, purchasing property does not guarantee anyone a residence permit. There is no connection between the two.
Foreign residents from outside the EEA, who do not reside in Iceland and who intend to buy property in Iceland, do, however, first have to apply for permission to do so from the Ministry of the Interior. EEA residents are exempted from that requirement.
If the individuals reside in Iceland, regardless of their origin, they can purchase property in Iceland, provided their legal domicile is registered as being in Iceland.
